Description : Position Title: Director of Engineering

Reports to: This position is appointed by the Mayor with Aldermen approval and is
supervised by the City Administrator.

Primary Duties and Responsibilities:

  1. Engineering. The Director of Engineering shall perform and coordinate the engineering duties of the City of Salem. In the event specialized engineering services are required, the Director will be responsible for initiating and supervising the process of contracting such services.
  2. City Planning. The Director of Engineering shall be the City planner for the City of Salem and will be responsible for coordinating and supervising all projects related to zoning, facility modifications and annexation.
  3. Budget. The Director of Engineering shall assist the Budget Officer of the City of Salem and shall assemble estimates of the financial needs of the City for capital improvement projects.
  4. Financing. The Director of Engineering shall make all reasonable efforts to apply for financial assistance from any known source which may provide funds for City improvements.
  5. Policy Formulation. The Director of Engineering shall recommend to the Mayor and the Board of Aldermen adoption of such measures as he/she may deem necessary or expedient for the health, safety or welfare of the City or for the improvement of the City.
  6. Boards And Committees. The Director of Engineering shall work with all City boards and committees requiring engineering input.
  7. Attend Board Of Aldermen Meetings. The Director of Engineering shall attend meetings of the Board of Aldermen as required by the Mayor.
  8. Bid Specifications. The Director of Engineering shall prepare or supervise the preparation of all bid specifications for improvement projects and receive sealed bids for presentation to the Board of Aldermen.
  9. State And Federal Aid Programs. The Director of Engineering shall coordinate Federal and State programs which may have application to the City of Salem and shall apply for financial assistance.
  10. Conference Attendance. The Director of Engineering shall attend State and regional conferences and programs applicable to his/her office, and the business of the City of Salem, whenever such attendance is directed and approved by the Board of Aldermen and the Mayor.
  11. Record Keeping. The Director of Engineering shall keep full and accurate records of all actions taken by him/her in the course of his/her duties, and he/she shall safely and properly keep all records and papers belonging to the City of Salem and entrusted to his/her care; all such records shall be and remain the property of the City of Salem and be open to inspection by the Mayor and the Board of Aldermen at all times.
Additional Duties:
  • Assist in the development and implementation of safety policies and procedures.
  • Coordinate engineering functions with appropriate City, County, State and Federal government agencies.
  • Write detailed reports based on research analysis and evaluation of data pertaining to specific projects and proposals under study, involving application of expert or highly specialized knowledge and recommendations for action to be taken or resolution of the problems.
  • Compile information and supporting data necessary for completion of grant applications.
Minimum Education, Experience and Certification Requirements:
  • Engineering degree from an accredited university or college; Civil preferred.
  • Registered as a Professional Engineer with the State of Missouri.

  • Work is performed in mostly office settings. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

  • The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

  • While performing the duties of this job, the employee frequently works in outside weather conditions mostly during daylight hours but occasionally during night-time hours. The employee is frequently exposed to extreme summer heat, extreme winter cold, wet and/or humid conditions, and outdoor airborne particles. The noise level in the work environment is usually quiet in the office, and moderate in the field but during the use of some tools and operation of heavy equipment, the noise level may be high.
